National Tutoring Programme (NTP) | The 4 accounting officer requirements (regularity, propriety, value for money, and feasibility) as outlined in managing public money must be met by the public organization that accounting officers oversee. They have a responsibility to carefully examine key policy ideas, initiatives, or programs.

When an accounting officer has evaluated a project or program that is part of the government’s large projects portfolio, the administration has pledged to provide a summary of the significant findings from these evaluations to Parliament starting in April 2017. (GMPP).

Following a significant shift in how the National Tutoring Programme is delivered, this accounting officer evaluation summary has been created to satisfy the 4 accounting officer requirements.

Background

The National Tutoring Programme (NTP), a $1 billion Covid-19 “catch-up” package, was introduced by the department in October 2020 with the goal of providing additional, focused help for kids and teenagers whose education had been most negatively impacted by the epidemic.

The NTP focused on year groups 1 to 11 in its first year (academic year (AY) 2020 to 2021) and was provided and administered by two delivery partners:

The tuition partners method, which offered discounted 15-hour tuition courses through authorized tuition partners, was carried out by the Education Foundation.

The academic mentors route, which employed salaried tutors to work with school employees to give subject-specific work, revision courses, and other help, was carried out by Teach First.

Through a competitively purchased contract, the operational model for year 2 (AY 2021 to 2022) was outsourced to a delivery partner, Randstad. It provided a centralized method for scheduling tutoring for schools.

A third option, school-led tutoring, was added to the existing tuition partner and academic mentor options. This allowed schools to self-organize tutoring and get funding up to 75% of the expenses based on the number of pupils eligible for the student premium.

A new tutoring delivery model was created to direct money to schools, providing them the option to choose how to provide tutoring for their students, in response to comments from schools asking for more control over the design and implementation of their tutoring service.

Along with the three tutoring options (academic mentors, tutoring partners, and school-led tutoring), the concept is backed by services that assist schools in making the most of their financial resources.

Academic mentors will be hired and placed by Cognition Education. Tribal will oversee the quality assurance of the tuition partners on behalf of the Department for Education (DfE). All new instructors and mentors will be trained by The Education Development Trust.
